Card Text

"After deploying fleets, place 3 facedown command dials on this card. At the start of each Ship Phase, you may reveal and discard 1 of those dials. If you do, until the end of the round, before each friendly ship activates, it gains 1 additional dial matching that discarded dial."

Rules Clarification

When a deployed dial is revealed, every ship activates during Ship Phase as normal. It reveals the first dial of its stack and gains an additional dial through card effect. The player can resolve both commands, if the dials show different commands. When the dials show the same command, only 1 can be spent to resolve the effect. Both dials can be spent to gain a command token.

Thrawn-dials

The player reveals the upmost Command Dial of his ship and gains another, matching the discarded Dial from the Commander upgrade card. In this example he reveals a Squadron Command and gains an additional Navigate Command.

A matching command token can be combined with both command dials, to enhance the effects.
